Explanation / व्याख्यात्मक विवरण :- 

Article 110 (3) lays down that “if any question arises whether a Bill is a Money Bill or not, the decision of the Speaker of the House of the People thereon shall be final”. This means that once the Speaker has certified a Bill as a Money Bill, its nature cannot be questioned in a court of law, in the Houses of Parliament, or even by the President. / अनुच्छेद 110 (3) में कहा गया है कि “यदि कोई प्रश्न उठता है कि कोई विधेयक धन विधेयक है या नहीं, तो उस पर लोक सभा के अध्यक्ष का निर्णय अंतिम होगा”। इसका अर्थ यह है कि एक बार अध्यक्ष द्वारा किसी विधेयक को धन विधेयक के रूप में प्रमाणित करने के बाद, उसकी प्रकृति पर अदालत में, संसद के सदनों में, या यहां तक कि राष्ट्रपति द्वारा भी सवाल नहीं उठाया जा सकता है।
