In December 1977, the Janata Government appointed a committee on Panchayati Raj institutions under the chairmanship of Ashok Mehta. The committee submitted its report in August 1978 and made 132 recommendations to revive and strengthen the declining Panchayati Raj system in the country. As a result of this report, the Indian states of Karnataka, Andhra Pradesh, and West Bengal passed new legislation. / दिसम्बर 1977 में जनता सरकार ने अशोक मेहता की अध्यक्षता में पंचायती राज संस्थाओं पर एक समिति नियुक्त की। समिति ने अगस्त 1978 में अपनी रिपोर्ट प्रस्तुत की और देश में गिरती पंचायती राज व्यवस्था को पुनर्जीवित और मजबूत करने के लिए 132 सिफारिशें कीं। इस रिपोर्ट के परिणामस्वरूप, भारतीय राज्यों कर्नाटक, आंध्र प्रदेश और पश्चिम बंगाल ने नया कानून पारित किया।
