Explanation / व्याख्यात्मक विवरण :- 

The Sarkaria Commission examined the scope of the discretion of the Governor in relation to assent to the Bills under Article 200 of the Constitution. It viewed that Article 200 does not provide discretion to the Governor either expressly or by implication. The commission observed that, the scope of Governor’s discretion is very limited as is obvious by the fact that the Governor cannot withhold assent to a reconsidered Bill. / सरकारिया आयोग ने संविधान के अनुच्छेद 200 के तहत विधेयकों को मंजूरी के संबंध में राज्यपाल के विवेक के दायरे की जांच की। यह देखा गया कि अनुच्छेद 200 राज्यपाल को या तो स्पष्ट रूप से या निहितार्थ से विवेक प्रदान नहीं करता है। आयोग ने पाया कि, राज्यपाल के विवेक का दायरा बहुत सीमित है जैसा कि इस तथ्य से स्पष्ट है कि राज्यपाल एक पुनर्विचार विधेयक पर सहमति को रोक नहीं सकता है।
