During the drafting of the Constitution of India, Panchayati Raj Institutions were placed in the nonjusticiable part of the Constitution, the Directive Principles of State Policy, as Article 40. The Article read ‘the State shall take steps to organize village panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government’.
