In approving the Approach Paper to the Tenth Plan, the NDC adopted a set of quantifiable and monitorable targets which would enable to focus on accelerating growth, not only as an end in itself but also as the means to achieve success in other dimensions such as poverty reduction, employment creation and improvement in certain critical indicators of the quality of life. These include health, environment and education indicator. The Tenth Five Year Plan (2002–2007) aimed at the reduction of poverty ratio by 5 percentage points by 2007. / दसवीं योजना के दृष्टिकोण पत्र को मंजूरी देने में, एनडीसी ने मात्रात्मक और निगरानी योग्य लक्ष्यों का एक सेट अपनाया, जो न केवल अपने आप में एक अंत के रूप में बल्कि गरीबी जैसे अन्य आयामों में सफलता प्राप्त करने के साधन के रूप में विकास को गति देने पर ध्यान केंद्रित करने में सक्षम होगा। जीवन की गुणवत्ता के कुछ महत्वपूर्ण संकेतकों में कमी, रोजगार सृजन और सुधार। इनमें स्वास्थ्य, पर्यावरण और शिक्षा संकेतक शामिल हैं। दसवीं पंचवर्षीय योजना (2002-2007) का लक्ष्य 2007 तक गरीबी अनुपात में 5 प्रतिशत अंक की कमी करना था।
