Explanation / व्याख्या :-
The Mahalwari System was first introduced by Holt Mackenzie in 1822. Under this system the land revenue was fixed on the basis of gross village production. Also in this system the fixing of land revenue was done on an estimate. Due to this critical system the government spent more money on collection process and the amount they got in form of land revenue was less than that. Firstly it was enacted in UP, MP, Punjab.
महालवारी व्यवस्था सबसे पहले 1822 में होल्ट मैकेंज़ी द्वारा शुरू की गई थी। इस प्रणाली के तहत भूमि राजस्व सकल गांव उत्पादन के आधार पर तय किया गया था। साथ ही इस प्रणाली में भूमि राजस्व का निर्धारण अनुमान के आधार पर किया गया था। इस महत्वपूर्ण प्रणाली के कारण सरकार को संग्रह प्रक्रिया पर अधिक पैसा खर्च करना पड़ता था और भूमि राजस्व के रूप में उन्हें मिलने वाली राशि उससे कम होती थी। सबसे पहले इसे यूपी, एमपी, पंजाब में लागू किया गया था।
