Explanation / व्याख्या :-

The article 312 of the Indian Constitution accounts for the genesis of the All Indian Service if the Rajya Sabha supported by not less than two thirds of the member present and voting passes a resolution establishing all India services the parliament by law may provide for the same. Indian Administrative Services, Indian Forest Services and Indian Police Services are created under article 312(2) of the Indian Constitution.

भारतीय संविधान का अनुच्छेद 312 अखिल भारतीय सेवा की उत्पत्ति के लिए जिम्मेदार है, यदि राज्य सभा उपस्थित और मतदान करने वाले सदस्यों के कम से कम दो तिहाई द्वारा समर्थित अखिल भारतीय सेवाओं की स्थापना करने वाला प्रस्ताव पारित करती है, तो संसद कानून द्वारा इसके लिए प्रावधान कर सकती है। भारतीय प्रशासनिक सेवाएँ, भारतीय वन सेवाएँ और भारतीय पुलिस सेवाएँ भारतीय संविधान के अनुच्छेद 312 (2) के तहत बनाई गई हैं।
